Shellharbour City Council Procedure for Registration and rules for Addresses to Council

ADVICE TO PERSONS WISHING TO SPEAK AT A COUNCIL MEETING

Addresses to Council is one way in which the Council is able to hear the views of members of the public regarding an item of business scheduled to be considered at the Council Meeting. The Council encourages the public to participate in this forum.

Addresses to the Council are without exception to relate only to an item of business listed on the Business Paper for the meeting at which the address is to be made.

Nominated candidates for election to Federal, State or Local Government are prohibited from addressing the Council via this means. Serving Shellharbour City Councillors are also prohibited from addressing the Council.

DISCLOSURE OF POLICITIAL DONATIONS

If the report you wish to speak on relates to a development application, Local Environmental Plan (LEP) or Development Control Plan (DCP) please note the following:

From 1 October 2008, anyone lodging or commenting on a development application, Local Environmental Plan (LEP) or Development Control Plan (DCP) will need to publicly disclose any donations or gifts that are relevant to the proposal. This new law has been introduced by the state government to improve the transparency of the planning system.

The disclosure requirements apply at the time the application is lodged with any Council or the NSW government, and also apply to individuals or entities lodging submissions in objection or support of the proposal.  It is the responsibility of every person to ensure that they comply with any obligations under the new disclosure requirements.

Political Donations and Gifts Disclosure Statements are required by statute. The form in which the information is collected accords with the requirements of the Environmental Planning and Assessment Act 1979. All Political Donations and Gifts Disclosure Statements will be public documents and all information contained in them will be available to the public and government agencies. 

If you need to submit a Political Donation Disclosure form in relation to your Address to Council you can find the form on our website, in the “Forms and Applications” section.

Please give your completed form to a staff member at the front of the meeting before the meeting begins. Blank forms will also be available at the meeting.


GUIDELINES FOR VISUAL PRESENTATIONS TO COUNCIL DURING THE ADDRESSES TO COUNCIL SECTION OF A COUNCIL MEETING
  • Persons proposing to make a visual presentation to Council MUST advise staff when registering for an Address to Council.
  • A DVD is acceptable, a video is not.
  • Presentations may also be PowerPoint or similar.
  • Any presentation must be reviewed by staff before the meeting for appropriateness and virus scanning. Presentations must therefore be received by Council no later than 10.00am on the day of the meeting in electronic format.
  • Presentations may be emailed to Council - records@shellharbour.nsw.gov.au or provided on CD ROM or on a USB Drive Memory Stick. (Floppy disks are not an acceptable medium).
  • Council staff will set up the presentation but take no responsibility for the quality of the presentation.
